This report was commissioned by the Welsh Government to review the whole ‘landscape’ of impact assessment processes in the Welsh Government, and also to catalogue its functions and its problems. It goes on to consider what insights might be garnered from other jurisdictions. In light of this, the ‘problem’ of impact assessment is re-analysed, and conclusions and recommendations drawn out.
